While maintaining its historical functions of strengthening and cultivating the ideological faith of current or future high-rank Party cadres, the Central Party School (CPS) has fundamentally modernized its organization and curriculum. Traditional short-term political indoctrination coexists with graduate study for MA and PhD degrees in economics, philosophy, politics, international relations, Marxism, and political education. The aims of the CPS are to groom loyal and knowledgeable governors ("high-quality leading cadres") so to insure the Communist Party's long-term rule of China. The process of this transformation is full of disputes and conflicts at the Party center. Whether the national leadership will succeed in attaining its aims is not certain. (China J/GIGA)

Being one of a handful of opinion surveys conducted in China, this book should be of interest not only to China specialists but also to students of public opinion, political culture, and survey research. In 1990 and 1996, a joint team of American (University of Michigan) and Chinese (National Beijing University) scholars conducted surveys of the opinions of Chinese peasants and rural cadres in four Chinese counties in north and south China (in the provinces of Hebei, Hunan, Anhui, and the special municipality of Tianjin) concerning economic and political reforms in the post-Mao years. This book represents a partial analysis of the surveys.

Provincial Identities and Political Cultures: Modernism, Traditionalism, Parochialism, and Separatism
The chapter examines the origins & development of provincial identities in the modern People's Republic of China, particularly in the post-Mao era. A consideration of the traditional model of North-South political & cultural differences is followed by a discussion of late-19th-century provincial culture. Next is an examination of Mao's program of centralization, which ran dramatically counter to provincialism. These historical & political factors account for the status of post-Mao provincial identity, which, however uneven across China, presents the state with a quandary as it aspires to modernize, decentralize, & become integrated in the market economy. 156 References.
